The Washington state legislature enacted the Unfair Business Practices-Consumer Protection Act (“CPA”) in 1961. “Hit and run” health club promoters, “bait and switch” automobile dealers, and “high pressure” travel-tour sellers have all felt the impact of the CPA. Washington, together with New York, Rhode Island, and Alaska was one of the first states to recognize and respond to the need to enlarge remedies for consumer fraud.
