The Washington Legislature created the Public Employment Relations Commission (PERC) in 1975. Section 41.58.010 of the Washington Revised Code (RCW) authorizes the Governor to appoint three citizen members, who serve five-year terms (while primarily engaged in other occupations). An executive director and staff conduct the day-to-day operations. Staff services include mediation, fact-finding, arbitration, unit determinations, election support, and unfair labor practice determinations.
