Biographical Information
Jerry K. Boyd, a partner with Paine Hamblen, has extensive experience in contract negotiations, utility and energy law, environmental law, and laws and regulations relating to investor-owned and publicly owned utilities.
He has had extensive experience in litigation and administrative hearings involving state and federal issues, contract issues, environmental issues, and issues relating to the rights and claims of Native Americans. He has represented and advised Avista Corporation (formerly The Washington Water Power Company) on many matters, including the permitting for a large coal-fired thermal project, licensing under the Federal Power Act, claims by Native American tribes and environmental compliance.
Prof. Boyd is presently counsel to Public Utility District No. 1 of Pend Oreille County, Wash., a municipal corporation. He has advised the PUD on legal issues relating to all laws and regulations applicable to municipal corporations in the State of Washington and the PUD in particular. He advises many clients with respect to compliance with environmental laws and regulations.
