This course examines types and characteristics of local government units; sources of authority; and limitations on exercise of authority, both legislative and judicial. In addition, the course introduces the student to substantive doctrines which govern major local government activities. Particular attention is given to: (1) exercise of the police poser; (2) financing local government; and (3) civil rights suits under 42 U.S.C. Sec 1983.
